Under the 1996 electric competition law, electric rates charged by electricity companies were capped. When the law was passed, the average electricity price in Pennsylvania was about 15 percent above the national average. Today the prices throughout Pennsylvania are at or below the national average.
Since 1996 both natural gas and coal, used to produce electricity, prices have doubled in the last 12 years. The price for electricity have risen else where while Pennsylvania rates have been capped.
According to Dennis Buffington, professor of agricultural and biological engineering
at Penn State University there is considerable uncertainty concerning what will happen
with the price of electricity in two or three years, Buffington points out. "I have
not heard any utility company or PUC official predicting that the prices will stay
at the present level -
Meanwhile politicians that created this problem are becoming concerned. Some are advocating extending the electric rate cap. This is only delaying the day of reckoning.
